Hanoi launched an emulation movement to promote the system of grassroots cultural and sports institutions in the period 2026-2030, aiming for the goal that by the end of 2030, 100% of communes and wards will have at least one effective model or method, creating real products, maintaining sustainability and being capable of replication. The effectiveness of each model will be evaluated on a 100-point scale, in which the level of institutional exploitation, community impact and people's satisfaction are important criteria.
