Hanoi is preparing to pilot immigration control using VNeID in Noi Bai

Hanoi is promoting the activation of VNeID level 2 electronic identification accounts, and coordinating to connect the application with the electronic identification systems of ASEAN countries. From November 15 to December 15, 2026, the city plans to pilot immigration control at Noi Bai International Airport using VNeID, Singpass and LAeID, aiming to simplify procedures and expand cross-border identification facilities.

The Hanoi People’s Committee has just requested departments, branches, branches and commune and ward authorities to strengthen the implementation of tasks related to electronic identification according to the direction of the Government. The content is implemented on the basis of Decision No. 1830/QD-TTg dated September 22, 2026 of the Prime Minister and direction issued by Vice Chairman of Hanoi People’s Committee Truong Viet Dung on October 15, 2026. One of the important goals is to bring the rate of officials and citizens eligible for granting and activating level 2 electronic identification accounts to 100%.

In parallel with expanding the use of VNeID domestically, Hanoi will coordinate with the Ministry of Public Security, the Ministry of Foreign Affairs and the Ministry of Science and Technology to promote connection of this application with electronic identification systems of countries in ASEAN. The connection is expected to create a foundation for cross-border identification utilities, first of all in the field of immigration, while also contributing to simplifying procedures, facilitating investment, tourism and developing high-quality services. The implementation process is required to follow the principle of “clear people, clear tasks, clear time, clear responsibilities and clear results”. Units must pay special attention to ensuring network security, data sovereignty and personal information safety during the connection, authentication and data exchange process. Serving residents and tourists must also be maintained smoothly, avoiding testing new technology that disrupts operating processes. According to the plan, before December 31, 2026, relevant units must complete an impact assessment of the application of electronic identification on immigration operations. Evaluation content includes the ability to shorten procedure time, compatibility with existing infrastructure and ability to integrate into the current immigration control process. This will be the basis for authorities to consider expanding or adjusting the model after the testing phase. Hanoi City Police was assigned to be the focal point to implement the task, directly coordinating with the Police Department for administrative management of social order and the Immigration Management Department under the Ministry of Public Security. The unit will prepare technical infrastructure, transmission systems, plans to ensure information security as well as organize connection, authentication and data exchange between electronic identification platforms. One of the key contents is testing the immigration business flow using Vietnam’s VNeID, Singpass and LAeID. The pilot phase is expected to take place at Noi Bai International Airport from November 15 to December 15, 2026. Hanoi City Police will preside over and coordinate the operation of the model, while monitoring and ensuring requirements for national security, social order and safety and personal data protection throughout the entire implementation process. In addition to the police force, the Hanoi Department of Science and Technology is assigned to coordinate with specialized units under the Ministry of Science and Technology to provide technical support, evaluate the compatibility of digital infrastructure, interconnection technology and information security solutions. The assessment results will contribute to determining the level of system readiness, especially for the city’s shared digital services capable of connecting to national and international identification platforms. The Hanoi Department of Foreign Affairs will coordinate with the Ministry of Foreign Affairs, the City Police and diplomatic representative agencies to carry out foreign information activities and support content related to the connection agreement between the parties. This agency is also responsible for monitoring and coordinating the handling of issues arising in diplomacy as well as citizen protection during the pilot period. Connecting VNeID with electronic identification systems in ASEAN is expected to expand the scope of use of digital identification from domestic services to cross-border activities. If the model in Noi Bai achieves positive results, this can become a foundation to further simplify identity verification steps, shorten procedure time and improve the experience of citizens and tourists when carrying out immigration procedures in the future.
