Hanoi deploys 10 models to bring behavioral standards into life
On the morning of October 21, the Hanoi Department of Culture, Sports and Tourism organized a conference to launch a response to the implementation of the Code of Conduct, building elegant and civilized Hanoi people in 2026, and at the same time launched the online contest “Culture from every action”. After nearly 10 years of implementing the Code of Conduct, the city has recorded many positive changes in social life, but the results still do not fully meet the requirements. Therefore, the orientation in the new period is to shift strongly from propagating standards to specific practices, from launching movements to creating visible and sustainable changes.
According to Director of the Hanoi Department of Culture, Sports and Tourism Pham Tuan Long, building elegant and civilized Hanoi people needs to be associated with implementing Resolution No. 80-NQ/TW and Resolution No. 02-NQ/TW of the Politburo, while promoting the values of “Culture – Identity – Creativity”. The effectiveness of this work is not only measured by the number of programs or propaganda activities but must be reflected in the quality of daily life, from service at work, behavior in the family, school environment, relationships in residential areas to each person’s responsibilities in cyberspace.
To realize the goal, Hanoi deployed 10 models identified as “practice spaces” for behavioral culture. The models include streets and civilized residential areas that are bright – green – clean – beautiful; office culture – discipline – responsibility – dedication – friendliness; friendly school – speak good words, do good deeds – beautiful landscape; friendly cultural – sports institutions – community cultural connection; Cultural family – civilized family – respectful residential area; civilized – safe – modern monuments and festivals; open library – elegant reading space; Hanoi people behave nicely in cyberspace; civilized market – friendly traders; Green citizen – integration – elegant, civilized.
New in 2026 is that the results of implementing the models will be evaluated using a specific set of criteria and scoring scale. Each commune and ward selects one to three models suitable to actual conditions, then organizes self-assessment based on evidence and implementation results. To date, all 126 communes, wards and city-level agencies have issued plans and registered appropriate models, creating a foundation for synchronous implementation throughout the area. In order for the models to become practical, Hanoi determines that it must first promote the responsibility of setting an example of the leader as well as the team of officials, civil servants and public employees. Each agency is required to start from the way it carries out its daily tasks, focusing on responsibility, dedicated attitude, respect and quality of service to the people. Building office culture therefore does not stop at regulations or slogans but must be expressed through each specific behavior during the performance of public duties. Units and localities must also organize registered models with specific tasks, clearly assigning people, clear tasks, clear progress and clear results. The city requests to avoid formal implementation or only focusing on completing documents without real impact. The role of the Fatherland Front, unions and people is encouraged to be stronger in the process of participating, monitoring, maintaining and evaluating the effectiveness of each model. Propaganda work will be innovated in a more friendly and convincing direction, taking true stories, beautiful actions and effective methods as the center. Instead of just disseminating rules, units are encouraged to introduce kind behavior and civilized behavior in life to create a ripple effect, while persistently reminding and correcting inappropriate expressions. Cyberspace is also considered an important environment where responsible standards of behavior need to be formed.
Along with practice models, the online contest “Culture from every action” was launched to encourage people to share short videos, cultural stories, good behavior and practical initiatives. The contest is intended to become a channel to spread inspiration and promote action, instead of just a short-term communication activity. Thereby, positive jobs in the community have more opportunities to be widely introduced and replicated.
The city also requires units to strictly carry out self-assessment and scoring according to a set of criteria, ensuring data, documents and actual inspection results are consistent and honest. Reports must be completed on schedule to serve the work of synthesizing, evaluating, praising and replicating effective models. The summary conference is expected to be held in December 2026.
Through 10 practice models and accompanying propaganda activities, Hanoi aims to turn behavioral standards into self-disciplined habits in daily life. From each agency better performing its service responsibilities, each family building a beautiful lifestyle to each person behaving responsibly towards the community, small changes are expected to contribute to creating a civilized living environment, preserving identity and building the image of elegant Hanoi people in a modern urban context.
