Hanoi started construction on a housing project with nearly 800 apartments for the People’s Police force in Xuan La
Launch the project to meet the housing needs of officers and soldiers
On October 10, 2026, at land plots CT03 and CT04 in Xuan La resettlement area, Nghia Do ward, Hanoi, West Lake Urban Investment Joint Stock Company coordinated with KITA Group Joint Stock Company to organize a groundbreaking ceremony for a housing project for People’s Public Security officers and soldiers. The event took place on the occasion of the 72nd anniversary of the Capital’s Liberation Day (October 10, 1954 – October 10, 2026), marking the transition from the investment preparation phase to construction implementation. The project is expected to contribute to concretizing the policy of developing housing for the armed forces, creating conditions for officers and soldiers to stabilize their lives and feel secure in performing their duties. Speaking at the ceremony, Major General Ha Van Tuyen, Director of the Department of Construction and Barracks Management (Ministry of Public Security), emphasized that taking care of the material and spiritual life and ensuring accommodation for officers and soldiers is a task that needs attention in parallel with the process of building a regular, elite, and modern People’s Police force. According to Major General Ha Van Tuyen, in large cities like Hanoi, finding a place to live suitable to work characteristics and financial capabilities is still a concern of many officers and soldiers. Therefore, housing projects for the People’s Police force not only contribute to solving the housing problem but also have practical meaning in taking care of the rear, helping officers and soldiers stabilize their family life. When there are settlement conditions, the cadres and soldiers will have more advantages in focusing on performing the task of protecting national security, preserving social order and safety and ensuring a peaceful life for the people. The project in Xuan La is one of the projects implemented in this direction. Regarding the legal basis, on July 7, 2026, Hanoi People’s Committee issued Decision No. 3410/QD-UBND on approving the adjustment of project investment policies. The decision creates a basis for the investor and related units to continue implementing the next steps according to regulations. The project is implemented on two plots of land CT03 and CT04, with a total area of nearly 1 hectare. According to the planning plan, the project includes two 33-storey buildings and 3 basement floors, expected to provide about 783 apartments. In addition to housing functions, the project is oriented to develop into a modern living space with synchronously arranged infrastructure and utilities. Expected items include trees, play areas, common living spaces and utilities to serve the daily needs of residents. The integration of on-campus amenities is expected to provide a convenient living environment, meeting the needs of officers and soldiers for rest, living and family bonding after their time on duty. With a scale of nearly 800 apartments, the project is expected to supplement the housing supply for the People’s Police force in Hanoi, while contributing to the process of improving infrastructure and urban space in the northwest area of the capital. Notably, the area surrounding the project has the ability to connect to the transportation system and many amenities to serve life such as educational facilities, medical facilities, commercial centers and entertainment venues. These are factors that contribute to meeting the learning, health care and living needs of households when the project comes into operation. At the groundbreaking ceremony, Major General Ha Van Tuyen requested the investor, construction unit, supervision consultant and relevant parties to fully comply with legal regulations, mobilize appropriate resources and control
Strictly monitor the project implementation process. The key requirements set out include ensuring construction quality, implementation progress, labor safety and environmental sanitation. Major General Ha Van Tuyen also emphasized the goal of implementing the project according to the “three best” criteria: highest quality, fastest progress and most beautiful aesthetics. At the same time, units need to strengthen coordination, regularly inspect, monitor and proactively handle difficulties that arise during the construction process, aiming to complete the project and put it into use as planned. KITA Group accompanies project development associated with community responsibility
In this project, West Lake Urban Investment Joint Stock Company takes on the role of investor, while KITA Group Joint Stock Company is the project developer. The two businesses coordinate to implement the project, focusing on construction quality factors, progress and synchronization of the utility system. The project development orientation aims to create a stable, convenient living environment and meet the long-term needs of families of People’s Public Security officers and soldiers. The commencement of construction in Xuan La is also an activity demonstrating the orientation of linking urban development with social security needs. Through investing in building living spaces with long-term use value, project participants aim to combine development goals with responsibility to the community. When completed, the project is expected to not only contribute to improving housing conditions for the People’s Police force in Hanoi but also add urban amenities, creating more living space to suit the needs of residents in the area.
