9th Congress of Specialized Associations: Important political, cultural and professional activities of the Capital’s writers and artists

The 2026-2031 term congress of 9 specialized associations is determined to be an important political, cultural and professional event for the capital’s literary and artistic team, organized according to the motto “Innovation – Democracy – Solidarity – Responsibility”.

This is also an opportunity to propagate and thoroughly grasp the Party’s guidelines, policies and laws of the State in the field of culture and arts; At the same time, it continues to affirm the role of literature and art in building the cultural value system and the image of elegant and civilized Hanoi people.

The organization of the Congress is required to be associated with the implementation of Resolution No. 80-NQ/TW, identifying culture as the spiritual foundation, driving force for development and important endogenous resource, thereby creating conditions for a team of writers and artists to contribute their talent, intelligence and love to Hanoi.

The Congress of 9 specialized associations is also an opportunity to summarize and evaluate the results of activities in the past term, determine directions and tasks for the new term and show the interest of all levels and sectors in the development of the Capital’s literature and arts.

Depending on the number of members and actual conditions, each specialized association can be organized in the form of a general congress or a representative congress.

The content of the term Congress is implemented according to Clause 2, Article 20 of Decree 126/2024/ND-CP.

The choice of organizational form needs to be appropriate to the scale of each Association, while ensuring formality, democracy and efficiency.

Fully prepare Congress documents

Specialized Associations are responsible for fully developing the draft Summary Report, Review Report, draft revised Charter, Personnel Project and related documents.

The review content needs to comprehensively evaluate the Party’s thorough understanding of the Party’s guidelines, the results of professional activities, remaining limitations, causes and lessons learned.

The direction of the new term must propose breakthrough solutions, concretize Resolution No. 80-NQ/TW, and at the same time associate artistic activities with cultural industry development, digital transformation and international integration.

The process of collecting comments on draft documents must be widely deployed to branches, clubs, senior members and relevant agencies before August 2026, ensuring democracy, substance and avoiding formality.

Complete the personnel process before the Congress

For personnel and election work, specialized associations follow Official Dispatch No. 152-CV/DU and have completed the 4-step process of introducing personnel before August 15, 2026.

Personnel records for leadership positions must meet the requirements according to Decree 126/2024/ND-CP and Decision 1448-QD/TU.

The election will only be conducted after obtaining the consent of the City Fatherland Front Party Committee and the permitting decision of the City People’s Committee.

At the first Executive Board Conference, if the old Chairman continues to be re-elected, this person will take on the role of convener.

In case the Chairman is not re-elected, the Vice Chairman or a re-elected Standing Committee member will preside. If no member of the Standing Committee is re-elected, the person with the highest number of elected votes or the highest number of votes will run the conference.

Additional nominated cases at the Congress must fully meet the standards, have personal commitment and complete dossiers to serve the appraisal work after the Congress.

According to the plan, the Association with less than 400 members will hold a General Meeting.

For Associations with 400 members or more, the Congress is held in the form of delegates, with no more than half of the total number of members and a maximum of 400 delegates.

The number of delegates attending the Union Congress does not exceed 500 people, corresponding to the ratio of 1 delegate per 10 members.

Selected delegates must be outstanding writers and artists, consciously complying with the law and the Association’s Charter.

The Congress takes place from late October to early November 2026

Each specialized congress will be held for no more than one day, expected from October 20, 2026 to November 10, 2026.

The congress begins on October 20, 2026.

The venue is proposed by specialized associations and must be approved by the Union, ensuring formality and appropriateness to the size and requirements of each unit.

Organizational costs are supported by the city budget according to the provisions of the State Budget Law.

Specialized associations are responsible for sending complete documents according to Clause 9, Article 19 of Decree 126/2024/ND-CP to the competent authority before September 25, 2026.

The dossier includes written reports, resolutions, draft documents, judicial records, political standard conclusions, detailed scenarios and related documents.

Particularly, the unit selected to organize the Congress must complete its dossier before September 20, 2026.

Promote propaganda and monitor the ideological situation

Responsibility for implementation is also specifically assigned to each unit.

The Professional Committee and the Union Association Office are responsible for advising on planning, guiding preparations, making budget estimates and launching emulation movements to serve the Congress.

These units must also closely monitor the ideological situation in the literary and artistic world, promptly orient information and handle arising problems.

For the 9 specialized associations and affiliated units, the requirements are to fully grasp the plan, establish subcommittees to serve the Congress, strengthen communication on digital platforms and proactively grasp public opinion.

Through the process of organizing the Congress, units are expected to continue promoting the role of literature and art in consolidating the great national unity, contributing to the development of the “soft power” of the Capital.
